Enrolment at Primary Level declines in India in 2013-14: Govt. Report

New Delhi, 18 June 2014: Enrolment at Primary Level declined in the country in 2013-14 in comparison to the previous academic year while it went up at the Upper Primary Level, reveals the latest government report on school education released today here in New Delhi.

The report entitled Flash Statistics: Elementary Education in India: Progress towards UEE for the year 2013-14 prepared by National University of Educational Planning & Administration (NEUPA) in collaboration with District Information System for Education (DISE) was released by Union Human Resource Development Minister Smriti Irani.

Enrolment declines at Primary Level
According to the report, the year 2013-14 had 13.24 crore (13,24,28,440) enrolments in Class I-V while in 2012-13 it was 13.47 crore (13,47,84,272).

However, the enrolment saw an increase at upper primary level (Class VI-VIII). In 2012-13 it was 6.49 crore (64926077) which increased to 6.64 crore (66471219) in 2013-2014.

The report covers information collected from about 1.52 million schools from across the country and time till 30 September 2013

Drop-out rate declines at Primary Level
In 2010-11, the drop-out rate was 6.50 at Primary Level which went down to 5.62 in 2011-12 and further to 4.67 in 2012-13.

As for government share to total number of schools, it has slightly declined in 2013-14 though the number of government schools increased. In 2012-13, there were 10.86 lakh (1086720) government schools which increased to 10.93 lakh (1093969) in 2013-14. However, the percentage of government share to total schools declined to 75.51% in 2013-14 from 75.90% in 2012-13.
The total number of schools imparting elementary education was 1412178 (2011-12), 1431702 (2012-13) and 1448712 in (2013-14).

Enrolment of SCs, STs and Muslims
The enrolment of Scheduled Castes (Class I-VIII) dropped to 19.72% in 2013-14 from 20.24% in the previous academic year. Similarly the enrolment of Scheduled Castes in the same class group also declined to 10.63% in 2013-14 from 10.85% in 2012-13. However, the enrolment of Muslims increased. It was 14.20 (Class I-V) in 2012-13 which went up to 14.34% in 2013-14. The enrolment of Muslims increased at upper primary level also. Compared to girls from SCs and STs, Muslim girls’ enrolment also increased in 2013-14.

The report also contains an Educational Development Index (EDI) based on four constituents of Access, Infrastructure, Teachers and Outcomes. On the basis of EDI, Puducherry, Lakshadweep, Sikkim, Himachal Pradesh & Karnataka are ranked in the first five respectively.
